Physical and Academic Facilities Utilization and Maintenance Policy.

The college is run by the Trust registered which has registered with charity commissioner Pune, as per the details Registration of Public Trust Act 1950 and Registration of Society Registration Act, 1860(XXI of 1860). Therefore all policies are well defined and adequately implemented by the concerned branches of the Trust.


The Vidya Bhavan college of commerce has prepared its own Physical and Academic Facilities Utilization and Maintenance Policy for smooth conduct of the daily academic routine of the college. The policy details are given below.


Facilities Use Policy:
In the campus of the Poona Diocesan Educational Society following institutes are functioning
with due permission of the said Trust. Each institute has allotted space and buildings as per
the norms laid down by the sanctioning authorities.


Vidya Bhavan College of Commerce has allotted a land piece of 4.00 acres and built-up space of 20,000 sq. meters. The college has utilized available physical and academic facilities on an equitable basis to all its departments and administrative offices. It will result in a quality learning and working environment for students, faculty, and staff. Central coordination of facility allocation will ensure that facility is used effectively and efficiently. This policy also provides a framework for optimal physical assets and regular review of the college& space needs.


The policy document is designed to guide the stakeholders to use facilities efficiently and effectively daily.


The policy guidelines are:
a. Establish standard procedures for the use of physical and academic facilities.
b. Properly schedule all types of activities without any hindrance.
c. provide a consistent, effective, and efficient approach to scheduling and usage facilities
d. Increase the degree of communication and coordination among the stakeholders for efficient and effective scheduling of college facilities.
e. Increase the awareness among stakeholders towards facility use for activities and events to be organized in the college.
f. Optimize the use of college facilities. This policy applies only to the use of those facilities located on the main campus.


Scope of this Policy:
It covers the following types of facilities on college-owned buildings a. Academic and Administrative Offices, b. Classrooms and Seminar Hall, c. Gymnasia and sports facility, d. Library and Study room, e. Meeting and Conference Rooms, f. Common Space.


Stakeholders Include (a) The students enrolled in the college (b) the Teaching and non-teaching of the college. (c) The Student Council (d) Alumni Association.


Facility: Facility refers to building, any structure, laboratory, library, sports space, gymnasium, equipment, furnishing, parking space, etc., present in the college campus. Equipment: Items acquired by the college include, but are not limited to sports equipment, scientific and laboratory equipment, computers and information technology equipment, miscellaneous equipment.


Furnishings: Items acquired by the college include, but are not limited to, classroom tables and benches, laboratory tables and storage, workstations, file cabinets, bookcases, office tables, furniture, etc.


The college Premises: This includes college land and buildings.


Moveable Equipment/Asset: Assets that are not permanently affixed to the building so that the asset can be removed and moved from one place to another without costly or extensive alterations or repairs. These assets can be used after movement or relocation.


Authority for Assignment of Classroom Space:
The timetable committee assigns the classrooms to the classes as per the need and requirements of the particular course. The Time-table Committee considers the availability of the infrastructure and its requirements and tries to avoid clashes between the classes and programs.


The standard Time of the Programs:
B. Com under-graduate classes are scheduled from 7:45 am to 12:48 pm, and M. Com post-graduate program and post-graduate Diploma in banking, Finance, and Insurance are expected from


Enough space is made available to each course and program by the timetable Committee with the principal & permission.


Administrative Office space: For proper functioning of the curriculum, co-curriculum and extra-curriculum activities, enough space is allotted to each unit and centres. It includes Principal, Vice Principal, and Head of departments, Librarian, Physical Director, administrative office, conference hall, Storeroom, Computer room, waiting, and reception areas, storage areas, toilets, rest and changing rooms.



MAINTENANCE POLICY:


It is related to maintaining and upgrading the college building, ground, laboratory equipment,
furniture, library, and sports facilities.


The Policy Includes:
1. Perform maintenance of college-owned and controlled assets periodically to keep assets functional.
2. Identify potential maintenance requirements early within the context of the planned maintenance so that corrective action may be prepared.

3. Develop a plan for continuous evaluation of college campus facilities to ensure that college facilities are up to date and ready to use. Routine maintenance Classrooms, offices, corridors, entrances, and stairs are cleaned daily for which sweepers are appointed. The appointed sweepers clean and service restrooms daily, and windows are cleaned periodically.
4. The staff is provided to remove rubbish, cut grass, trim trees, overhanging buildings, tend gardens, and constantly upgrade college ground.
5. Electrician appointed for maintenance purpose has following responsibility:

a. Supply and fitting of light tubes and bulbs
b. Minor repair of classroom and laboratory fans.
c. Replacement of Electrical Wiring.
d. Maintenance of electric meter room and batteries of UPS. Building and Physical Infrastructure.
e. Protection of the colleges' assets and safety of college staff and students requires a regular upkeep cycle of college buildings and grounds.
f. Exterior and interior painting of the college building is scheduled cyclically. Whenever necessity arises to avoid deterioration of facilities, the picture is done on a priority basis. This one is decided by the college Principal and conveyed to the Management of the College.


The maintenance of substantial issues is done through the following procedure:

1) If there is a need to change the computer's motherboard, necessary permission must be taken from Trust.
2) If the printer has to be serviced, it should be made with the prior permission of Trust.
3) If the complete electrical wiring has to be replaced due to a short circuit or other problems, permission for the cost of this must be taken from Trust.
4) For the electric meter replacement, permission must be taken from Trust
5) For the Replacement of batteries of the inverter, permission must be taken from PDEA


Maintenance of Furniture and Fixtures:
The college authority seeks feedback from faculty and staff regarding their requirements to maintain existing classrooms. As part of this, blackboards, fittings, and furniture may be identified and renewed as part of the ongoing periodic budget.
